The Intermodal Transportation Authority (ITA) is accepting proposals for a Master Developer to develop 144 Acres for Workforce Housing adjacent to the Kentucky Transpark along Glasgow Rd in Warren County, KY.

The ITA in conjunction with the Bowling Green Chamber of Commerce is seeking innovative proposals from for-profit and non-profit real estate development firms to act as a Master Developer for the purpose of engaging in the design, planning, and development of the property. The development should consist of a minimum of 1,100 units and a maximum of 1,500 units.

Questions and inquiries regarding this RFP must be submitted in writing. All inquiries must be received no later than 4:00 pm central time on January 28th, 2025, Answers will be provided as an addenda to this RFP and will be issued as soon as possible.

Submissions shall be submitted as an electronic copy, prepared in the format and detailed as outlined in the RFP. Electronic submissions should be sent via email to christian@bgchamber.com and should have “Master Developer for Workforce Housing” in the subject line. All submissions must be received no later than 4:00 pm central time on April 4th, 2025. All submissions will be valid for one hundred eighty (180) days. The ITA reserves the right to make no award of funds to any and/or all the proposals submitted.

Pre-Bid Meeting Q&A:

  1. Has any geotechnical or subsurface work been performed on the site?
  • Some geotechnical and resistivity testing has been conducted on land above the CSX mainline.
  • However, no subsurface work has been done on the specific site. Related data will be shared via the Dropbox link and website.
  1. Was the Phase One Environmental Site Assessment (ESA) clean?
  • Yes, the Phase One ESA came back clean. The site was previously a farm with no history of manufacturing or contamination.
  • The Related ESA will be shared in the Drobox Link.
  1. Are the housing types in the provided concept diagram locked in, or can the master developer propose alternatives?
  • The housing types are not locked in. The diagram is a draft created to provide a starting point for discussions. Developers are encouraged to propose the highest and best use for the property.
  1. How many people are employed in Transpark, and what is their average income?
  • Approximately 4,000 people are currently employed at the Transpark, with employment expected to reach 6,000 by 2027.
  • The average income for the manufacturing sector is $67,000 per year.
  1. What is the frequency of trains on the nearby CSX track?
  • This is the response we received from CSX: “While CSX does not disclose specific train data due to security concerns, the Main Line subdivision between Louisville and Nashville is an active, high-frequency, high-volume rail corridor which includes multiple merchandise and intermodal trains passing through per day.  In addition to this, we have a local train crew providing service to local industries via the main line at least 5 days per week.  Finally, with the interchange with RJ Corman’s Memphis Line at the Memphis Junction Yard in Bowling Green, there are cars being interchanged to/from CSX via the main line—for example, the train with aluminum ingots on RJC cars moving from Novelis in Berea to Logan Aluminum in Russellville regularly for Logan’s inbound supply.”
  1. Has a noise study been conducted?
  • No noise studies have been conducted for the site.
  1. What is the infrastructure capacity for water, sewer, and natural gas?
  • A $60 million investment has provided 6 million gallons/day of water capacity and 3 million gallons/day of sewer capacity.  The best connection point for these utilities is at Production Avenue.
  • Atmos Energy is willing to work with the master developer to reduce natural gas infrastructure costs.

  1. Have any wetland studies been conducted?
  • No wetland studies have been conducted. A wetlands map will be shared via the Dropbox link on the website.
  1. Have traffic counts been conducted for Glasgow Road?
  • Traffic counts have not been conducted recently. Average daily for the road is 3,256. KYTC also has an online interactive traffic count map, which can be accessed at this link.
  1. Are there plans to widen the road or highway near the site?
  • There are no current plans to widen Glasgow Road (Highway 6880). However, improvements have been made recently, including adding a turn lane to the Transpark along Glasgow Road. The Oakland interchange (Exit 34) is scheduled for an upgrade to a full diamond/cloverleaf interchange as part of the state’s six-year plan.   1. Is the land currently zoned agricultural? If so, is rezoning feasible?
  • The land is currently zoned for agricultural use. The city and county are open to rezoning, and the ITA will assist the master developer with this process.
  1. Are there any specific affordable housing requirements in the RFP?
  • There are no specific requirements for affordable housing percentages beyond what is already listed in the RFP. Developers are given flexibility to propose feasible plans for the city and county to review.
  1. Are there any anticipated changes to the RFP due dates?
  • No changes to the RFP due dates are anticipated. If any occur, updates will be shared via email and the website.
